or A.D.C. without paying them as such, it is

of course open to him to seek the sanction

of the S. of S. to special expenditure on

paying a Private Secretary or A.D.C. or

both although the Governor's Private Secretary

or A.D.C. is on leave and is drawing the pay

provided on the Estimates. The S. of S's.

decision on such an application would no

doubt depend on the circumstances of the

Colony and the case.

But, if it is clear that the 0.A.G.

will need a paid Private Secretary and/or

a paid A.D.C., a considerate Governor would,

I think, refrain from putting the 0.A.G.

into such a position that no pay was available

for the 0.A.G's personal staff because it

was all being spent on the Governor's personal

staff, and the Governor would in such a case

not give his own Private Secretary and A.D.C.

full pay leave. If they are given half pay

leave, there will be some (and probably

sufficient) money to pay the 0.A.G's. personal

staff.

If any ruling is to be given by the

S. of S. as to what a Governor ought to do,

I think it should be on the lines of the

above paragraph.
